Game Boy Camera was, above all, a pocket digital camera: it captured grayscale photos that could then be printed with the Game Boy Printer, edited with frames and effects, or turned into fodder for a handful of minigames included on the cartridge.
More than a conventional game, it's a cult object of Game Boy culture: part of the fascination it generated at the time came from those minigames where the player's own face — distorted, colored, worked into a scene — became the central element.
