Indy 500, published by Atari in 1977 as part of the console's original launch, offers top-down races on different circuits, controlled with rotary paddles instead of the standard joystick, which gave it a more direct driving feel than other games of the era. It also includes a car-crashing mode, designed more for chaotic two-player fun than for pure competition. Four and a half decades later, it's still cited as an example of elegant design within the extreme limitations of the 2600's original hardware.
