Cosmic Cop combines, right from its name, two ideas very typical of arcades of its era: science fiction and the figure of a law officer confronting crime, a common cocktail in late-80s and early-90s action. It had international distribution under the 'World' label, indicating a somewhat wider circulation than titles exclusive to Japan. It's one more representative of that generic but effective arcade action that filled arcades without aspiring to become a classic: it fulfilled its function of entertaining for the price of a token.
