3-D Pac belongs to the vast family of clones that Namco's yellow maze spawned on every home computer of the 80s: here the twist is a pseudo-three-dimensional perspective that tries to give visual depth to the trek through corridors, ghosts and pellets. There's no record of a studio behind the title, which is the norm for much of this stratum of homebrew software that circulated among Atari users.
As a museum piece it says more about the culture of the time than about game design: at a moment when cloning an arcade hit was almost a rite of passage for amateur programmers, this kind of variant was common currency on swap disks and specialist magazines.
