It's part of the Ganbare Goemon saga, Konami's action-adventure series inspired by the folklore of the vigilante thief Ishikawa Goemon, mixing platforming, exploration, and the visual humor characteristic of the franchise since its beginnings in the 80s.
The Goemon series never had the international reach of other Konami franchises like Castlevania or Metal Gear, and that's why much of its catalog, including this title, remained reserved for the Japanese audience. It's a must for anyone wanting to explore the most folkloric side of Konami's PS2 catalog.
