Bakuretsu Breaker ("explosive breaker") is a Japanese arcade whose title clearly points to the breakout/arkanoid genre: break blocks with a ball bouncing against a paddle, a formula that had a huge number of regional variants in Japan during the 80s and 90s. There's no solid documentation on the responsible studio or the exact release date.
