In the arcade, "Rampage" put up to three simultaneous players in the shoes of giant monsters —a gorilla, a lizard, and a werewolf— tearing down buildings and dodging the army, with a tone of destructive comedy unusual for the era. Activision brought that formula to the 2600 as late as 1988, when the console had been on the market for over a decade and was surviving almost by inertia.
It's another of the late conversions that show just how far the 2600's commercial life was stretched, adapting even later-generation arcade games to the real possibilities of the original hardware.
