Save Our Ship suggests, by its name, a race-against-the-clock maritime rescue premise, in line with much of the early-80s action arcade catalog that used emergency situations as narrative excuses. There isn't, however, enough reliable documentation to pin down its specific development or its exact platform of origin with certainty.
